Bind a user reference
POST/svc/ts/api/v1/openapi/user/reference/bind
Bind reference_id via user_id: locate the user by user_id; if it is not bound yet, write reference_id; if the same reference_id is already bound, return idempotent success; if a different reference_id is already bound, return an error; if user_id does not exist, return an error.
