Get payout application detail

GET 
/api/v2/payout_applications/:ref_id

Get one payout application by ref_id under the current business.

Response includes payout_request when a payout is linked and belongs to this business; otherwise null. Linked payout on another business → 500012 (HTTP 404).

Funder payee business names may be masked on nested payee data.

Rate limit: burst 50, refill 20 per second.
