📄️ Create payout application

Creates a payout application. On success the stored status is **Pending for Transfer** (inserted as Initiated, then updated in the same transaction).

List payout applications for the current business, ordered by `p_created_at` descending.

Get one payout application by `ref_id` under the current business.

Cancel (soft close) a payout application that is still awaiting submit. **No request body.**
