Cancel payout application

/api/v2/payout_applications/cancel/:ref_id

Cancel (soft close) a payout application that is still awaiting submit. No request body.

Not allowed after submit (payout_request_id set) → 200003. Not allowed when expired or already cancelled → 500006. Concurrent update → 200003. Lock not acquired → 500006.

Rate limit: burst 15, refill 2 per second.
